10A TUESDAY, JUNE 17, 2014 PNJ.COM PENSACOLA NEWS JOURNAL NEWS EDUCATION $133 MILLION NET WORTH Florida Gov. releases details about his wealth Pensacola State faculty rejects proposed collective bargaining deal Agreement would have granted pay raise but boosted course loads Scott. The tax returns, for example, show that the Scott family is earning millions more than the governor reported he earned individually. The Republican does not collect a salary as governor. His financial disclosure shows for the first time a nearly $1.5 million vacation home the family purchased after Scott became governor.

The latest tax return shows that the Scotts earned $8.73 million in 2012 and paid $1.35 million in taxes or about 15.5 percent. The year before, the Scotts reported making $80.3 million, but a large portion of that came from Scott's decision to sell his holdings in a chain of urgent care clinics. Scott, in a statement, called on his chief rival former Gov. Charlie Crist to turn over tax returns that he and wife Carole Crist have filed. when new hires come in at a higher salary than those already on staff.

"The big issue has been that for the past six years, state funding has continually decreased," Meadows said. "Six or seven years ago, 70 percent of our budget came from the state, whereas now it's roughly 50 percent. We've had to take measures to become more efficient in the utilization of personnel. Even with less money in the budget to operate, we have to find ways to provide the same services to students. We've pretty much been able to hold the line on tuition increases, so we've had to become better at managing the resources that we have." One of the more divisive issues between the two parties was that of load points and overloads.

Load points are the means by which a teacher's course load is gauged, with an overload being when a teacher exceeds the usual maximum number of load points by teaching extra classes. The proposed agreement would see load point values reduced for certain courses, meaning a teacher would have to teach more classes to have a full course load and course loads that previously would have been overloads would no longer meet that threshold. "While some of the faculty don't want to teach overloads, most do because it's more money," Meadows said. "But overloads have never been guaranteed to faculty." There is no clear timeline for faculty and administration to restart negotiations. By Will Isern wisernpnj.com Pensacola State College faculty members voted last week to reject a proposed collective bargaining agreement they began negotiating with college administration in February 2013.

Though a pay raise for all employees was on the table, about 55 percent of the faculty who voted, roughly half of the full faculty, opted to decline the proposed terms. At issue, said PSC faculty association president Paige Anderson, were proposals that would have increased teacher class loads as well as time required of professors to qualify for a promotion. "It sometimes feels that the college is trying too hard to look at education through a business model instead of saying education is a public service," Anderson said. "It just seems detrimental to the whole educational process." With the rejection, the faculty and college will continue to abide by the 2012-13 bargaining agreement until they can get back to the negotiating table. PSC President Ed Meadows said this was the first time during his tenure at the college that the faculty rejected the proposed agreement.

He added that he was disappointed by the vote. The college offered a 2 percent pay raise as well as $120,000 to compensate for compression, or In Loving Memory TO PLACE A DEATH NOTICE, CALL 435-8585.
